Energy Facility Siting Council To Meet August 23-24 In Boardman

SALEM — A request for an amendment to the Golden Hills Wind Project in Sherman County – a facility that is approved but not yet constructed – will be the main topic of discussion at the next Oregon Energy Facility Siting Council meeting on August 23-24 in Boardman.

The public meeting begins at 5:15 p.m. on Thursday and resumes Friday morning at Boardman City Hall, 200 City Center Circle.

The main items on the Council’s agenda include:

  • Golden Hills Wind Project (Sherman County): The Council will hold a public hearing at 5:30 p.m. Thursday on the Draft Proposed Order on Request for Amendment 5. On Friday, the Council will review the Order and public comments it received during Thursday’s hearing. In the amendment, the developer requests the option to construct and operate a different wind turbine type with taller blade tip height, taller turbine hub height, and lower minimum above-ground blade tip clearance; change a temporary access road and crane path design; and install taller meteorological towers. Oregon Department of Energy staff is recommending approval of the amendment request.
  • Contested Case Hearing Thresholds: Patrick Rowe, Oregon Department of Justice, will provide an overview of the threshold requirements for a contested case in both a site certificate application and a site certificate amendment. Irene Gilbert, representing Friends of the Grande Ronde Valley, will provide her thoughts on the contested case thresholds for site certificate amendments.
