Energy Facility Siting Council To Meet Nov. 3-4 In The Dalles

SALEM — Wind farms and rulemaking proposals will be the focus of discussion at the next Energy Facility Siting Council meeting on Nov. 3-4 near The Dalles. The meeting begins on Thursday at 12:30 p.m. at the Discovery Center, 5000 Discovery Drive. On Friday the meeting starts at 8:30 a.m.

The main items on the Council’s agenda include:

  • Summit Ridge Wind Farm (Wasco County): The Council will consider the site certificate holder’s Request for Amendment 2, which would change several aspects of the project including transferring the site certificate, extending the construction deadlines, authorizing a lesser setback for select turbines from the right-of-way of any dedicated road within the site boundary, and adding a turbine option that, if selected, would reduce the total number of wind turbines and change the turbine specifications.
  • Saddle Butte Wind Park (Gilliam and Morrow counties): The Council will consider formal approval of the final order and site certificate.
  • Amendment process: The Council will receive a staff presentation on proposed changes to its site certificate amendment rules at OAR 345, Division 27. Council may direct staff to proceed with official rulemaking.
  • Sage Grouse habitat conservation: The Council will receive a staff presentation on proposed changes to its Fish and Wildlife Habitat standard rules – at OAR 345, Division 21 and 22 – to incorporate Oregon Department of Fish and Wildlife rules related to sage grouse conservation. Council may direct staff to proceed with official rulemaking.
