Energy Facility Siting Council To Meet June 23 in Salem

SALEM — Planned renewable energy projects will be the focus of discussion at the next Energy Facility Siting Council meeting on Friday, June 23 in Salem. The meeting begins at 10:00 a.m. at the Oregon Department of Energy, 550 Capitol St. NE.

The main items on the Council’s agenda include:

  • Montague Wind Power Facility (Gilliam County): Montague Wind Power, LLC, is seeking an amendment to its site certificate to allow for a different turbine model option that would decrease the minimum aboveground blade-tip clearance from 20 to 14 meters. The Council will consider a proposed order as well as any written comments submitted prior to the June 16, 2017 deadline. The Council may issue an order temporarily amending the site certificate.
  • Avangrid Solar Declaratory Ruling Hearing (Crook County): Avangrid Renewables, LLC, has requested the Council issue a declaratory ruling on whether Avangrid’s Empire Solar project is a “separate and distinct” facility from Avangrid’s Gala Solar project, which was later sold to SunPower. Further, Avangrid wants clarification that, regardless of whether the projects are under separate or common ownership, the projects are not subject to Council jurisdiction. The two projects are located within close proximity of each other eight miles southwest of Prineville.

The next EFSC meeting is tentatively scheduled for July 27-28 in Hood River.
