Home Energy Performance Score Stakeholder Panel to Meet October 23

SALEM — Home energy performance scoring systems that can be used throughout Oregon will be the main items on the agenda of a public meeting on Monday, October 23 in Portland. The Home Energy Performance Score Stakeholder Panel will gather at 9 a.m. at the Market Street Building, 1600 SW 4th Ave., Room 127.
Since the panel began meeting in 2015, it has approved two scorecards for use in the state: the City of Portland’s and the Eugene Water & Electric Board’s. Both scorecards are based on the U.S. Department of Energy’s Home Energy Score System. A scorecard is derived from taking the data from a home and running it through the USDOE’s system (example).
At Monday’s meeting, the panel will have separate discussions on implementing scoring systems throughout the entire state:
- Portland-based non-profit Enhabit has assembled its version of a scorecard that it wishes to use statewide. It is based on the City of Portland’s scorecard. The panel will review and vote whether to approve the Enhabit model for use in Oregon.
- The panel will also discuss a general statewide scorecard, as some cities, counties and other entities are looking into creating their own.
Home energy performance scorecards are designed to help prospective home buyers and sellers – as well as real estate professionals and renters – better understand home energy performance.
Panel members include energy efficiency experts, utilities, a home builder association representative, and home appraisers.
