Energy Facility Siting Council To Meet April 27 in The Dalles

SALEM — Two large energy projects that have not been built – a wind farm in Sherman County and a transmission line in eastern Oregon – will be the main topics of discussion at the next Oregon Energy Facility Siting Council meeting on Friday, April 27 near The Dalles.

The public meeting begins at 8:30 a.m. at the Discovery Center, 5000 Discovery Drive.

The main items on the Council’s agenda include:

• Golden Hills Wind Project (Sherman County): The Council will hold an informational hearing regarding the transfer of ownership and extending the construction start timeline for the project (Request for Amendment 4). The Council will then consider a proposed order on the amendment request at the meeting, or at a future EFSC meeting.
• Boardman to Hemingway Transmission Line (Morrow, Umatilla, Union, Baker, Malheur counties): The Council will receive an update from Oregon Department of Energy staff regarding the project’s site certificate application.
• Carbon Dioxide Rulemaking, Phase II: ODOE staff will give the Council an update on this project. Council may authorize staff to file official public notice and schedule a rulemaking hearing. The purpose of this rulemaking is to evaluate, and potentially modify, the Council’s CO2 emissions standards.
• ODOE Update: The Council will receive an update on the department’s work from ODOE Director Janine Benner.

The next EFSC meeting is tentatively scheduled for June 28-29.
