Energy Facility Siting Council To Meet December 14 In The Dalles

SALEM — Two energy facilities planned for northeastern Oregon will be the focus of discussion at the next Oregon Energy Facility Siting Council meeting on Friday, December 14 in The Dalles. The public meeting begins at 8:30 a.m. at the Discovery Center, 5000 Discovery Drive.

The main items on the Council’s agenda:

  • Wheatridge Wind Energy Facility (Morrow, Umatilla counties): Through Request for Amendment 2, the developer seeks approval by the Council to construct and operate two lithium-ion battery storage systems with a capacity of 20 and 30 megawatts, respectively. The Council will first consider any requests for a contested case on the Proposed Order on Request for Amendment 2. If there are no requests for contested case or if Council denies any request(s), it will proceed to review the proposed order on Request for Amendment 2 and either adopt, modify, or reject the proposed order.

  • Carty Generating Station (Morrow County): Through Request for Amendment 1, the developer seeks Council approval to construct and operate a 50-megawatt photovoltaic solar unit; a 34.5 kV transmission line; five 34.5 kV transmission line routing options and three interconnection options; use of temporary construction laydown and parking areas; removal of reference to previously approved but not yet constructed Unit 2 (a combined-cycle natural gas-fueled electric generating power plant), Unit 2 associated components, and Unit 2 related or supporting facilities; site boundary changes; amendment to a water pollution control facilities permit; and amendment and removal of previously imposed conditions. The Council will first consider any requests for contested case on the Proposed Order on Request for Amendment 1. If there are no requests for contested case or if the Council denies any request(s), it will proceed to review the Proposed Order on Amendment 1 and either adopt, modify, or reject the proposed order.
