Energy Facility Siting Council to Meet September 26-27 in Clatskanie
SALEM — Oregon’s Energy Facility Siting Council will meet next on September 26-27, 2019 in Clatskanie. The public meeting begins Thursday at 4 p.m. at the Clatskanie River Inn, 600 E. Columbia River Highway. The meeting resumes on Friday at 8 a.m.
The main items on the Council’s agenda:
Port Westward Generation Project (Columbia County): On Thursday, the Council will receive a presentation from Oregon Department of Energy staff on the Draft Proposed Order on Request for Amendment 11 of the site certificate. Council will then hold a public hearing on the DPO. On Friday, the Council will consider the public comments on the record and may provide guidance to staff for consideration in the eventual Proposed Order. Request for Amendment 11 seeks Council approval to add a 4- to 6-megawatt battery storage system to the existing natural gas-fired electric generating facility.
Wheatridge Wind Energy Facility (Morrow and Umatilla counties): The Council will review the Draft Proposed Order on Request for Amendment 4, consider comments received on the record of the Draft Proposed Order public hearing held on August 22, 2019 and written comments received by the September 9, 2019 deadline, and may provide comments to staff for consideration in the subsequent Proposed Order. Request for Amendment 4 seeks Council approval to add 1,527 acres to the approved site boundary for construction and operation of up to 150 megawatts of photovoltaic solar energy facility components, up to 41 distributed energy storage (battery) system sites, and expansion of the Wheatridge West collector substation.
Perennial Wind Chaser Station (Umatilla County): The Council will review the Draft Proposed Order on Request for Amendment 1, consider comments received on the record of the Draft Proposed Order public hearing held on August 22, 2019, and may provide comments to staff for consideration in the eventual Proposed Order. Amendment 1 seeks Council approval to extend the construction start and completion timelines by two years.
