Energy Facility Siting Council to Meet August 29-31, 2022

The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held on Monday, Tuesday, and Wednesday, August 29-31, 2022. Attendance is open to the public both virtually using the online Webex platform, and in person in La Grande, OR. Please see the meeting agenda for more detailed information and instructions on how to attend virtually.

The main item on the Council’s agenda is:

Boardman to Hemingway Transmission Line – Review of Proposed Order and Proposed Contested Case Order and Exception Hearing – Kellen Tardaewether, Oregon Department of Energy Senior Siting Analyst & Jesse Ratcliffe, Oregon Department of Justice Senior Assistant Attorney General, Natural Resources Section, General Counsel Division. At the Council’s July meeting, Council reviewed the standards from the Proposed Order that did not result in any contested case issues. At this August meeting, Council will review the standards from the Proposed Order that did result in contested case issues. For each standard, Ms. Tardaewether will present a summary of the portion of the standard from the Department’s Proposed Order not involved in the contested case. Council will conduct a straw poll to either affirm, reject, or modify the findings of facts, conclusions of law and conditions of approval from the Proposed Order. For each issue in the contested case where a substantive written exception was timely filed by a limited party regarding the findings of facts, conclusions of law or conditions of approval from the Council appointed Hearing Officer’s Proposed Contested Case Order, Mr. Ratcliffe will present a summary of the issue. Each limited party who filed an exception on the issue will then be allowed to provide oral comment to summarize or highlight points from their written exception(s). Idaho Power Company and the Oregon Department of Energy will be allowed to provide oral comment in response. Council will conduct a straw poll to either affirm, reject, or modify the findings of facts, conclusions of law, or conditions of approval from the Proposed Contested Case Order.
