ODOE Now Accepting Applications to Administer Community Heat Pump Deployment Program Funds 

An online application portal is now open for eligible entities and Tribes to apply for grant funding to support local heat pump deployment programs. The Oregon Department of Energy’s Community Heat Pump Deployment Program will award funds to selected regional administrators that will offer financial assistance for heat pump installations in the communities they serve. The application portal will remain open through January 26, 2024.  

Eligible entities include:  

  • Local government as defined in ORS 174.116;  

  • Local housing authority;  

  • Nonprofit organization;  

  • Federally recognized Tribe in Oregon;  

  • Coordinated care organization as defined in ORS 414.025;  

  • Community action agency as described in ORS 458.505;  

  • Manufactured dwelling park nonprofit cooperative as defined in ORS 62.803; or  

  • An electric utility.  

In the first round of applications earlier this year, ODOE awarded grants for six of the 11 regions and for one Tribe. The agency is still seeking regional administrators for the South Coast, Southern Oregon, North Coast, Greater Eastern Oregon, and Northeast Oregon regions. ODOE also hopes to partner with administrators for the Burns Paiute Tribe; Confederated Tribes of Coos, Lower Umpqua, and Siuslaw; Coquille Indian Tribe; Cow Creek Band of Umpqua Tribe of Indians; Klamath Tribes; Confederated Tribes of Siletz Indians; Confederated Tribes of the Umatilla Indian Reservation; and Confederated Tribes of Warm Springs Reservation. Eligible entities may partner with other entities to complete program planning and outreach, and to administer grant funds in their region. Selected administrators work with contractors in their regions to support heat pump installations for homeowners.

Applicants can access the application portal online to submit their proposals for grant funding. The portal is designed to be user-friendly and accessible, and can be translated into languages other than English.  A program opportunity announcement has additional information for applicants, including information to gather, details on the competitive scoring process, and more.  

The grant program was established by House Bill 1536 in 2022, which provided $10 million for ODOE program administration and grants to 11 Oregon regions and the nine federally recognized Tribes in the state. To date, administrators have been selected for six Oregon regions and one Tribe.  

Applicants may partner with other eligible entities to perform program activities and distribute funding in their area. Following a competitive review, successful applicants will be offered a performance agreement containing the terms and conditions associated with the grant.
