OCAC Invites Public Input on Greenhouse Gas Emissions Reduction Project

The Oregon Climate Action Commission invites the public to provide input on model results from the Transformational Integrated Greenhouse Gas Emissions Reduction (also known as TIGHGER 2.0) project prepared by the Oregon Department Energy.
TIGHGER 2.0 updates a 2023 Report and has three primary purposes:
Evaluate Oregon’s progress in reducing GHG emissions as compared to the state’s GHG emissions reduction goals
Prepare a forecast of Oregon’s future GHG emissions through 2050 under different scenarios, including a Business-As-Usual scenario (no climate action) and a Business-as-Planned scenario
Identify a list of additional GHG reduction measures beyond the programs and regulations already adopted that will enable Oregon to meet its 2035 and 2050 GHG emission reduction goals.
Draft model results for the first two components of the project are ready for review now on the Commission website.
Members of the public are encouraged to submit comments on the following:
The results of the forecast of Oregon’s future GHG emissions through 2050 for Business-As-Usual scenario (no climate action)
The results of the forecast of Oregon’s future GHG emissions through 2050 for Business-As-Planned scenario (emissions reductions from existing and new programs and regulations)
The assumptions that were developed for modeling existing programs and regulations in the TIGHGER 2.0 Business-As-Planned scenario
Submit comments by email to the Commission. Input received by 5 p.m. Friday, Oct. 31, 2025, will be shared with Commissioners and ODOE.
The public will have a future opportunity to comment on additional TIGHGER 2.0 results in 2026.
