Energy Facility Siting Council to Meet Online May 15

SALEM — The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held on Friday, May 15, 2026. Attendance will be open to the public virtually using the online Webex platform. The main items on the Council’s agenda include:

Wheatridge Renewable Energy Facility III – Site Certificate Amendment 1 Final Decision (Action Item) – Chase McVeigh Walker, Senior Siting Analyst. Council will receive a presentation on the changes proposed in Request for Amendment 1 (construction deadline extension for the unbuilt components and site certificate split) and changes recommended by the Department as a result of the comment evaluation process. Wheatridge Renewable Energy Facility III is an approved 150 megawatt (MW) solar photovoltaic power generation facility on 2,294 acres (3.5 sq. miles) of private land in Morrow County (50 MW are operational, and 100 MW have not yet been constructed). The parent company is NextEra Energy.

West End Solar Project – Site Certificate Termination (Action Item) – Sarah Esterson, Senior Policy Advisor. Council will receive a presentation on the site certificate termination request. The Site Certificate authorized construction and operation of a 50 MW solar photovoltaic power generation facility and 70 MW battery energy storage system in Umatilla County. The parent company is Eurus Energy America Corporation. The construction commencement deadline has expired.

Radioactive Material Transport Fees Rulemaking – Formal Rulemaking Initiation (Action Item) – Tom Jackman, Siting Policy Analyst & Rules Coordinator; Mark Reese, Nuclear Emergency and Radioactive Material Transportation Program Coordinator, ODOE Nuclear Safety and Emergency Preparedness Division; and Matt Henrickson, ODOE Radioactive Waste Remediation Specialist, ODOE Nuclear Safety and Emergency Preparedness Division. Council will consider staff’s recommendation to initiate the rulemaking by filing a Notice of Proposed Rulemaking with the Secretary of State.
