Energy Facility Siting Council to Meet December 16-17, 2021
SALEM — The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held virtually Thursday and Friday, December 16-17, 2021. The meeting will begin at 5:30 p.m. on Thursday and reconvene at 8:30 a.m. Friday.
The main items on the Council’s agenda are:
Stateline Wind Project, Amendment #6 Draft Proposed Order Public Hearing (Hearing) –
Proposed Facility Overview: Chase McVeigh-Walker, Senior Siting Analyst, will provide an overview and procedural history of RFA6.
Presiding Officer Process Overview: Kent Howe, Energy Facility Siting Council Vice-Chair, will provide an overview of the scope of the hearing.
Public Hearing: Interested individuals will have an opportunity to provide oral testimony on RFA6 and the Draft Proposed Order. Written comments may also be submitted electronically to the Department through the close of the public hearing.
HB 2064 Rulemaking (Action Item) – Christopher Clark, ODOE Siting Policy Analyst & EFSC Rules Coordinator. The Council will review public comments and consider the adoption of permanent rules on the proposed revisions to OAR 345-011-0005 related to the implementation of HB 2064 (2021) and the Council's Quorum Requirements. The written comment period for the proposed rules closed on December 10, 2021 at 6:00 pm.
Trojan ISFSI Rulemaking (Action Item) – Christopher Clark, ODOE Siting Policy Analyst & EFSC Rules Coordinator. The Council will review public comments and consider the adoption of permanent rules on the proposed updates to the rules for the Trojan Independent Spent Fuel Storage Installation (ISFSI) under OAR 345-026-0170 to 345-026-0390 and OAR 345-070. The written comment period for the proposed rules closed on December 10, 2021 at 5:00 pm.
Annual Election of Officers (Action Item) – Todd Cornett, Council Secretary. Consistent with OAR 345-011-0010(1), Council will complete its obligation to annually elect a Chair and a Vice Chair.
There will also be an opportunity for public comment.
