2025 By the Numbers

For half a century, the Oregon Department of Energy has offered programs to Oregonians that improve energy efficiency, save energy, strengthen resilience, and invest in renewable energy.

The nine ODOE programs featured here have delivered results for Tribes, local governments, homeowners, renters, farms, business owners, and others in 2025.

Heat Pump Purchase Program

Rebate amount: $2,000

Number of rebates issued to owner-occupied homes: 727

Number of rebates issued for rental properties: 576

Number of rebates issued for new construction: 15

Estimated greenhouse gas emissions reduced (between 2025 and 2024): 1,628 million tons of CO2 equivalent

Oregon Rental Home Heat Pump Program

$2.4 Million in total rebates and grants

701 projects received rebates, including:

· 89 households with low- and moderate-income tenants

· 188 projects for affordable housing providers

· Average non-income restricted residential: Rebate $2,959 | Grant $1,135

· Average low- and moderate-income residential: Rebate $4,614 | Grant $2,492

· Average affordable housing provider: Rebate $4,012 | Grant $1,899

· Number of approved contractor organizations in the program: 200

Rebates were issued in 16 of Oregon’s 36 counties

Grid Resilience Grant Program

$9.95 million in grants for selected projects

5 electric cooperatives, 1 People's Utility District, 1 municipality, and 1 investor-owned utility

Community Heat Pump Deployment Program

324 heat pumps installed, totaling over $1.7 million

150 upgrades completed, totaling $300,000

301 priority projects for vulnerable households, totaling over $1.9 million

Oregon Rural and Agricultural Energy Assistance Program

Audits in Pendleton, Ontario, Jacksonville, Corvallis, Baker City, La Grande, and Madras

$7,749 average incentive amount

County Energy Resilience Grant Program

Grant amount: $50,000

19 counties awarded (including two cohorts)

Energy Efficiency Technologies Information and Training Fund

$2 million in total grants

$810,500 issued in 7 wildfire-affected counties

115 property owners received a rebuilding incentive

22 low- and moderate-income property owners received a total of $175,500 in incentives

7,330 scores completed in 2025 statewide
