Energy Facility Siting Council to Meet January 17, 2025
SALEM — The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held on Friday, January 17, 2025. Attendance will be open to the public both in person in Salem, OR and virtually using the online Webex platform. The main items on the Council’s agenda include:
Application Process Rulemaking Phase 2 (Public Hearing) – Tom Jackman, Rules Coordinator. Staff will host a hearing for public comment on this rulemaking.
1. Public Hearing Overview: Tom Jackman, acting as the Presiding Officer, will explain the legal requirements for providing comments on the record and will facilitate the hearing.
2. Public Hearing: Interested individuals will have an opportunity to provide oral testimony on Contested Case rulemaking and the proposed rule language. Written comments may also be submitted to the Department through the close of the public hearing.
Mist Underground Natural Gas Storage Facility RFA13 (Action Item) – Sarah Esterson, Senior Policy Advisor. The Mist Underground Natural Gas Storage Facility is an operating facility in Columbia County. Request for Amendment 13 seeks approval to construct and operate pipelines at four undeveloped reservoirs; three new natural-gas fired compressors; two replacement natural-gas compressors; underground collector line; control and operations building; three temporary laydown areas and one permanent laydown/storage area. Council will review four requests for contested case. If a contested case request or requests are granted, Council will provide the next steps for initiating a contested case proceeding for the issues granted. If the contested case requests are denied, the Council will proceed to review of the Proposed Order and will either adopt, modify or reject the Proposed Order as the Final order.
2025 Rulemaking schedule (Action Item) – Thomas Jackman, Rules Coordinator will present the proposed 2025 Rulemaking Schedule, which will include the following for each proposed rulemaking: a summary; recommendations for how to obtain public input; and a draft schedule.
1. Council will allow members of the public an opportunity to provide oral comments related to rulemaking priorities for 2025.
2. Council will provide direction to the Department of its rulemaking priorities for 2025.
3. Amendment of Site Certificates - 5 Year Review
